§ 51.03 COLLECTION AND STORAGE OF SOLID WASTE.
   (A)   It shall be unlawful for any owner or occupant of any lot or premises within the city to permit or allow the accumulation, collection or storage of refuse on the lot or premises unless the same is contained within a refuse container made of metal, plastic or other durable and water tight material with a tight-fitting cover.
   (B)   Solid wastes may be placed curbside for collection in accordance with § 51.04.
   (C)   This section shall not apply to public trash or refuse containers placed upon public property or on public rights-of-way by the city for public use in connection with the intended use of the public property or public rights-of-way. Except as permitted by §§ 51.02 and 51.08, no owner or occupant of any residential lot or residential premises having fewer than four dwelling units, shall place or allow to be placed thereon any refuse container larger than two cubic yards.
