§ 51.08 DISPOSAL ON PUBLIC AND PRIVATE PROPERTY.
   It shall be a violation of this chapter for any person, firm or other legal entity to dispose of any refuse or other waste on public property, public rights-of-way or on private property without the prior consent of the owner of the private property unless the disposal is in strict compliance with the terms and provisions of this chapter.
