ARTICLE 3: FLOOD PLAIN ZONING

   16-301   Flood plain zoning regulations incorporated
§ 16-301 FLOOD PLAIN ZONING REGULATIONS INCORPORATED.
   There are hereby incorporated by reference as if set out fully herein, the flood plain zoning regulations adopted by the Governing Body of the city, prepared by the city and consisting of Ord. 1190 and entitled, “Flood Plain Zoning Regulations of the City of Humboldt, Kansas.” No fewer than three copies of the flood plain zoning regulations, marked “Official Copy as incorporated by the Code of the City of Humboldt,” and to which there shall be a published copy of this section attached, shall be filed with the City Clerk to be open for inspection and available to the public at all reasonable business hours.

ARTICLE 4: SUBDIVISION REGULATIONS

   16-401   Regulations incorporated
§ 16-401 REGULATIONS INCORPORATED.
   There is hereby incorporated by reference, as if set forth fully herein, the “Subdivision Regulations of the City of Humboldt,” as adopted by the Governing Body January 11, 2010 in Ord. 1450. No fewer than three copies of the subdivision regulations of the city shall be marked “Official Copy Incorporated by the Code of the City of Humboldt,” and to which there shall be attached a published copy of this section and which shall be filed with the City Clerk to be open and available for inspection by the public at all reasonable business hours.

ARTICLE 5: NEIGHBORHOOD REVITALIZATION PLAN

§ 16-501 NEIGHBORHOOD REVITALIZATION PLAN.
   The city does hereby adopt and incorporate by reference as if fully set forth herein, the document captioned “Neighborhood Revitalization Plan of the City of Humboldt, Kansas.” No fewer than three copies of such Neighborhood Revitalization Plan of the city shall be marked or stamped “Official Copy as Adopted by Ordinance No. 1419,” and to which shall be attached a copy of this article, and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours.

§ 16-502 DESIGNATION OF NEIGHBORHOOD REVITALIZATION AREA.
   The city does hereby designate the real property described in § 11 of the Neighborhood Revitalization Plan as the neighborhood revitalization area, and finds that the following conditions exist within such described area:
   (a)   A predominance of buildings which, by reason of dilapidation or obsolescence, are detrimental to the public’s health, safety and welfare;
   (b)   A substantial number of deteriorating structures which impair the sound growth of the city, retards the provision of housing and constitutes an economic liability; and
   (c)   A predominance of buildings which, by reason of age, history or architecture are significant and should be restored to productive use and that the rehabilitation, conservation and redevelopment of such area is necessary to protect the public’s health, safety and welfare.
