In the event that the President of Council is unavailable the member available with the longest consecutive tenure shall serve as President pro tempore and shall exercise all of the powers and perform all of the duties of the President of Council until his or her return. Tenure shall be determined by Charter Sections 3.01 ("Composition and Terms") and 3.11 ("Vacancies"), and shall not be affected by the order in which members were sworn in. Should two or more members have the same tenure the member who received the highest affirmative percentage of votes in their most recent certified election shall serve as President pro tempore.
