Whoever violates any of the provisions of this chapter, or any direction of Council or the City Manager, or the authorized agent of either, with respect to the construction, arrangement or rearrangement of the drainage of any building or premises, or violates any rule or order of Council or the City Manager, or the authorized agent of either, shall be fined not more than one hundred dollars ($100.00). A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
