(a) All work contemplated in any of the sections of this chapter shall be performed in a thorough manner under the direction of the proper Municipal officers or agents whose decisions and directions shall be in full force and effect when not inconsistent with the terms of this chapter. (b) No person shall connect with any main or branch sewer or repair the same within the lines of any street or other public place within the Municipality without having such connection or repair work inspected by the City Manager or his or her authorized representative.
