All excavations made within the street right of way for the purpose of installing a storm, sanitary or water lateral shall be installed in open trench and/or boring, as directed by the City Engineer. After installation is completed, the trench shall be backfilled with approved granular material compacted, along with restoration of pavement and curb if required at the direction of the City Engineer.
