(a) The Manager is hereby authorized to employ competent adult persons to serve as school crossing guards for the purpose of assisting children in crossing enroute to and from school at heavily traveled intersections. Periods of duty shall be determined by the Manager. Such guards shall have the power to direct that vehicular traffic stop and remain standing during the period required for children to cross such streets in safety at intersections within their charge, but shall have no other power to direct or control traffic, other than as provided in Section 404.06 of the Traffic Code, and shall have no power of arrest or detention.

(b) Such school crossing guards shall be paid as part-time employees on an hourly basis for time actually served in the performance of their duties.
