(a) If no effort has been made to comply with the notice provided for in Section 1345.02 the City Engineer shall report the lack of such effort to Council. Council shall then, by ordinance, order the abandoned structure to be torn down within thirty days from the passage of such ordinance and notice of the passage of such ordinance shall be sent by registered mail to the owner of such abandoned structure.
(b) If such structure is not demolished within the time specified, the City shall cause such structure to be demolished by whatever means the Engineer advises, and the costs of such demolition shall be charged to such owner and shall be certified to the County Auditor for collection against the real property of the owner.
(c) Such remedy shall be in addition to the penalty provided in Section 1345.99.
