§ 71.21 VIOLATION OF SUBCHAPTER.
   (A)   If any vehicle is found up on a roadway in violation of any provisions of this subchapter regulating the stopping or parking of vehicles, and the identity of the driver cannot be determined, the owner or person in whose name the vehicle is registered shall be held prima facie responsible for the violation.
   (B)   Any vehicle found stopped or parked in violation of any of the provisions of this subchapter may be immediately removed and impounded by any police officer or any duly authorized person and shall be surrendered to the duly identified owner thereof, only upon payment of the impounding and storage fees assessed against the vehicle.
