Off-street parking facilities required by this chapter shall be provided whenever a building or structure is erected, converted, enlarged, or structurally altered, or whenever a use of land, building, or structure is established, expanded, or changed. However, this shall not prohibit the owner of an existing building occupied by a conforming use from converting, enlarging, or structurally altering the building for the purpose of meeting the minimum requirements of applicable health, fire, and safety regulations; provided, however, that no increase in the occupancy or intensity of the existing use of such building shall be permitted unless authorized by the board of zoning appeals.
