2.32.240 Police Director–Office created–Appointment.
   A.   There is created by this section the position of Police Director, a civilian employee having responsibilities to manage and support the operations of the Police Department on an interim basis.
   B.   The Police Director shall fulfill all responsibilities and exercise all power and authority provided herein subject to the direction of the Mayor.
   C.   The Police Director shall be directly responsible for the routine day to day operations of the Police Department, and to that end:
      1.   Shall specify and supervise the duties and assignments of police officers and non-officer employees of the Police Department;
      2.   Shall manage the budget of the Police Department, and develop a strategic plan, goals, and objectives for the Department;
      3.   Shall attend public meetings with community members and elected officials on behalf of the Police Department;
      4.   Shall communicate and coordinate with the Mayor and City Council regarding Police Department matters;
      5.   Shall coordinate with other local, state, and federal law enforcement agencies as appropriate, including with respect to crime prevention and enforcement initiatives;
      6.   Shall exercise these responsibilities in an efficient manner reasonably calculated to support the duties and responsibilities of the Police Department;
      7.   Shall with the written consent and direction of the Mayor exercise such other duties as are necessary to the day to day operations of the Police Department; and
      8.   Shall have the authority to conduct these duties and those specified elsewhere in this chapter.
   D.   The Police Director shall serve in a civilian capacity, and in that capacity:
      1.   Shall not wear uniforms or parts thereof or any identification symbol which might be confused with that of an officer of the police department;
      2.   Shall not be considered a ‘police officer’, ‘policeman’, ‘peace officer’, ‘patrolman’ or ‘patrol officer’ for purposes of municipal ordinances, state law, or federal law;
      3.   Shall not have the powers and duties of a police officer as enumerated in 65 ILCS 5/11-1-2 or elsewhere in municipal, state, or federal law; and
      4.   Shall otherwise have only those powers and duties provided for in this chapter.
   E.   The Police Director shall have the authority and responsibility to adopt and announce standard operating procedures for the operations of the Police Department, and in doing so:
      1.   Shall assess and improve existing systems, processes, and policies within the Department;
      2.   Shall adopt policies supporting a community policing mindset and the building of relationships of trust and mutual respect with the community;
      3.   Shall to the degree practicable utilize quantitative data-driven policing strategies in support of the functionality and efficiency of the Department; and
      4.   Shall support inclusiveness and diversity within the Department.
   F.   The Police Director shall keep a record of the names and addresses of all persons arrested or committed to the city jail or to the county jail from the city in a book to be provided for such purposes. Such records shall show the date of arrest or committal, the number of days in prison, the amount of the fine, when and to whom paid, and the date of discharge or other disposition of such purposes.
   G.   The Police Director shall make monthly reports to the City Council concerning the state of the Police Department with a detailed report of the transactions of the Department for the preceding month, with such statistics and suggestions in regard to the requirements of the Department as he may deem advisable; and shall also make reports of any matter or thing concerning such Department, whenever requested by the Mayor or City Council.
   H.   The Police Director shall, at the end of each calendar year, report to the last meeting of the City Council in December of each year and make an annual report in writing to the Mayor and the City Council, of the state of the Police Department with a detailed report of the transactions of the Department for the preceding year, with such statistics and suggestions in regard to the requirements of the Department as he may deem advisable; and shall also make reports of any matter or thing concerning such Department whenever requested by the Mayor and/or City Council.
   I.   The Police Director shall receive as compensation such salary and fees as may be provided from time to time by the City Council.
   J.   The Police Director shall serve at the discretion of the city authorities, and may be removed by the city authorities at any time.
   K.   Should it become necessary to appoint a new Police Director, said Police Director shall be appointed by the Mayor with the advice and consent of the City Council.
   L.   Effective as of the implementation of this section by the City Council, Christopher Kelnhofer is appointed to the position of Police Director.
   M.   The position of Police Director shall exist only until a Chief of Police is appointed as per section 2.32.030. Upon the appointment of a Chief of Police, the position of Police Director shall be abolished by automatic operation of law without the need for further proceedings.
