This creates the office of chief of police. The chief shall be appointed by the mayor with the advice and consent of the city council. Such appointments may be made in the discretion of the mayor, whether from the ranks of the police department or they may select such as they may so elect; provided, that if any police officer or patrolman shall be appointed chief of police, he shall, while so serving, retain whatsoever rank be held in the police department and resume such rank when his service as chief of police terminates.
