(A) All merchandise to be sold at the sale shall be displayed only upon private property, and at no time shall merchandise be displayed on a public right-of-way or swale area.
(B) Signs advertising the sale shall conform to the city's sign regulations in Article 8 of the Zoning and Land Development Regulations. No sign advertising the sale shall be placed on public right-of-way or swale areas.
(C) Merchandise to be sold at the sale shall be merchandise which has been previously used or can be characterized as used merchandise. It shall be prohibited to sell new merchandise or merchandise that is sold in bulk as from a carton, crate, bushel or other container not commonly used in retail business.
