Any group or gathering of persons may use certain posted areas of village parks to the exclusion of other persons, provided, a permit has been granted pursuant to the provisions of this section.
(A) Application shall be made on forms provided by the village and shall be made to the Village Manager prior to the time the portion of the park is desired by the group.
(B) Each application shall be accompanied by a deposit of $100 to ensure that the area for which the permit is granted shall be left in a clean and sanitary condition, clear of all debris. Said deposit shall be returned within 48 hours after an inspection by the Village Manager or his or her designate discloses that the park was left in a clean condition.
