Locate lighting fixtures only where needed to provide for the safe movement of people on the site. (See figures.)
o A. Bright lighting of large areas should only occur where absolutely required by safety considerations, except that lighting for outdoor recreation areas shall be permitted. However, recreation areas must be sensitive to potential impacts its outdoor lighting may have on adjoining properties.
