In the event that any party requests the village to consider, grant, approve or accept zoning changes, special uses, variances, subdivision of real estate, easements, building permits, occupancy permits or public improvements that require the village to obtain professional services including, but not limited to, engineering, planning or legal service, the party making the request shall reimburse the village for its cost of such professional services otherwise provided by the president and board of trustees.
