A. Control: All streets, public alleys and thoroughfares in the village shall be the property of the village, under the control and management of the president and board of trustees; and no additional streets or alleys shall be created, and no existing streets or alleys shall be closed without the permission of the village board.
B. Supervision: All public streets, alleys, sidewalks and other public ways in the village shall be under the supervision of the superintendent of public works and water 1 . He shall be charged with the enforcement of all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such ordinances.
