8-1-1: SUPERINTENDENT OF PUBLIC WORKS AND WATER:
   A.   Appointment; Functions: The superintendent of public works and water shall be appointed by the village president, with the advice and consent of the board of trustees. The superintendent may use the title of director and may be known as the director or superintendent of public works and water. The superintendent or director shall have jurisdiction over and shall be responsible for the management, control and maintenance of the streets, parks where owned by the village, sidewalks, garbage disposal, water and sewer, public grounds, public buildings and all other public works and services which may be operated by the village.
   B.   Powers And Duties:
      1.   General Supervision: The superintendent shall have supervision over all buildings and equipment used in the furnishing of water in the village, and shall provide that the object and purposes of the water department are carried out and that the combined waterworks and sewerage system is conducted on an economical, businesslike basis, and for this purpose, it shall be the duty of the superintendent and all of the officers, employees and servants of said department to enforce all the provisions of this title and to observe and obey and carry out the orders and directions of the president and village board. Where the streets are required to be opened for repairs or extensions, the superintendent shall cooperate with the street department for the protection of the public against accidents during such repairs and extensions. He shall prepare and keep in his office a complete atlas of the waterworks and sewerage system, with all valves, hydrants, water service connections, sewer mains, house connections and other appurtenances distinctly recorded therein.
      2.   Reports: The superintendent shall, upon the first of each and every month, or more often if required, submit a report in writing to the village president and board of trustees of gallons of water purchased, gallons of water sold, number of metered users, all monies collected by him, the account whereon collected, and of any and all other matters connected with his office.
      3.   Accounting: The superintendent shall keep, or cause to be kept, full and complete books of accounts showing in detail all monies received by him, with dates and sources, and all matters pertaining to his office in a clear and methodical manner. He shall also keep such books as the president and board of trustees may from time to time direct. All such books, accounts and papers pertaining to said office shall at all times be open to the inspection of the president and board of trustees or any member or committee thereof.       4.   Deposit Monies: The superintendent shall, within forty eight (48) hours of receipt by him, deposit to the credit of the village water and sewer fund in the depository designated by the president and board of trustees, all monies collected by him from any source whatever, taking such depository's receipt in triplicate therefor, one of which receipts he shall immediately file with the village clerk and another with the village comptroller. He is expressly prohibited from keeping the monies of the village in his hands, or in the hands of any person or corporation to his use, beyond the time which is herein prescribed. Any violation of this subsection shall subject the superintendent to immediate removal from office. Custody and control of all funds collected shall be with the village comptroller.       5.   Read Meters; Collect Payments; Issue Permits: The superintendent, or such officer or employee of the department as he shall direct, shall read water meters, collect the water rates, issue water permits and perform such other duties as are or may hereafter be imposed upon him by law or this code.
   C.   Bond: Before entering upon the duties of his office, the superintendent of the department shall execute a bond to the village in the penal sum of five thousand dollars ($5,000.00) with corporate sureties to be approved by the board of trustees, conditioned as prescribed by law. The cost of such corporate surety bond shall be paid by the village. (1985 Code § 7-1-1)
