7-4-2: GENERAL SPEED RESTRICTIONS:
   A.   No person shall drive a vehicle upon any public highway in the village at a speed greater than is reasonable and proper having regard to the traffic and the use of the way or so to endanger life or limb or injure the property of any person. If the rate of speed of any motor vehicle operated upon any public street or highway in the village where the same passes through a business district, a residence district or a suburban district exceeds twenty (20) miles an hour; or the rate of speed of any vehicle exceeds fifteen (15) miles per hour in a public alley; or if the rate of speed of any vehicle exceeds the posted speed limit on highways under the jurisdiction of Cook County or the state, unless such speed is decreased by subsection 7-4-4A of this chapter, or exceeds the rate prescribed on the roads in section 7-4-1 of this chapter, such rates of speed shall be prima facie evidence that the person operating such motor vehicle is running at a rate of speed greater than is reasonable and proper having regard to the traffic and use of the way or so as to endanger the life or limb or injure the property of any person. The speed of all vehicles shall always be reasonable and safe and be governed by the general requirements of this section.
   B.   The fact that the speed of a vehicle is lower than the prima facie limits set out in subsection A of this section shall not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions, and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle, or on entering the highway in compliance with legal requirements and the duty of all persons to use due care.
