7-4-4: SPEED LIMITS ON SPECIFIC STREETS AND AREAS:
   A.   Areas Outside Business And Residence Districts: It is hereby determined, upon the basis of an engineering and traffic investigation, that the speed permitted by state and county law outside of business and residence districts as applicable upon the following streets is greater than is reasonable or safe under the conditions found to exist upon such streets, and it is hereby declared that the prima facie speed limit shall be thirty five (35) miles per hour as herein set forth on those streets or parts of streets herein designated at the times herein specified when signs are erected giving notice thereof:
East Avenue north of 67th Street, at all times.
   B.   School Zones: No person shall drive a motor vehicle at a speed in excess of twenty (20) miles per hour while passing a school zone or while traveling upon any public thoroughfare on or across which children pass going to and from school during school days when schoolchildren are present. This subsection shall not be applicable unless appropriate signs are posted upon streets and highways. Such signs shall give proper due warning that a school zone is being approached and shall indicate the school zone and the maximum speed limit in effect during school days when schoolchildren are present.
