No person shall conduct or maintain any of the businesses hereinafter set forth without first obtaining a license therefor. Every business license recipient shall have an office, with an address, water and sanitary facilities except for "mobile offices", as defined in subsection 4-10-4A of this title, and mobile caterers and vendors.
