12-1-11: VIOLATION AND PENALTIES:
   A.   Every final subdivision plat and partition plat must be approved pursuant to this title and the provisions of Oregon Revised Statutes chapter 92, before title to the land can be sold or transferred in any manner. If land is transferred or sold contrary to the provisions of this title, the city attorney shall commence action to enjoin further sales or transfers and to compel compliance with its provisions. The costs of maintaining this suit shall be imposed against the person transferring or selling the property to be subdivided or partitioned.
   B.   In addition to penalties provided by state law, any person violating or failing to comply with a provision of this title shall, upon conviction thereof, be subject to a class A civil infraction as provided in section 1-4-1-5 of this code. The procedure for disposition of civil infractions is set forth in title 1, chapter 4 of this code. Every sale or transfer of a parcel of land in violation of this title shall be deemed a separate and distinct offense. Each day a violation of this title continues shall be considered a separate offense. In addition, the city will not give zoning approval on any application for a building permit to be issued by the state as to any piece of property owned by a person in violation of the provisions of this title.
