§ 91.13 REMOVAL BY CITY.
   If such owner fails or neglects to remove said building or structure, and to protect and guard the public from injury damage arising out of such excavation or open basement remaining, if any, as commanded by said notice, the Chief of Police, upon motion of the Council, shall remove said building or structure and shall protect and guard said excavation or open basement, if any, and shall report the cost and expense thereof to the City Attorney who shall collect such cost and expense from said owner by civil suit or otherwise in the name of the city.
