It shall be unlawful for any person in, persons, company corporation to repair or rebuild any such damaged building or structure or for any owner thereof to fail to remove any such damage building or structure and to protect and guard the public from injury or damage arising out of such excavation or open basement remaining, if any, within 30 days after notice to do so from the Mayor and City Council.
