It shall be unlawful for any person, persons, company or corporation to move in, on or place upon any lot or parcel of ground within the fire limits, any wooden or combustible building or structure, or of any part thereof, which had been built, erected or constructed elsewhere, or to remove any such building or structure or part thereof from one part of the same lot to another part thereof within said fire limits.
