29-6-5   RESIDENTIAL OCCUPANCIES.
   Dwellings shall be provided with heating facilities capable of maintaining a room temperature of sixty-eight (68) degrees F. (20 degrees C.) in all habitable rooms, bathrooms and toilet rooms based on the winter outdoor design temperature required for the locality indicated in Appendix D of the International Plumbing Code. Cooking appliances shall not be used to provide space heating to meet the requirements of this Division. (602.2)
   Exception: In areas where the average monthly temperature is above thirty (30) degrees F. (- 1 degrees C.), a minimum temperature of sixty-five (65) degrees F. (18 degrees C.) shall be maintained.
