No refuse or trash shall be left anywhere on the grounds of the Park, but shall be placed in proper receptacles, with any excess refuse or trash being placed next to such receptacles or carried away from the Park by the person responsible for its presence. All decorations, tacks, staples and similar items placed by any person using the pavilion shall be removed after such use.
