All persons operating a utility vehicle or golf cart on Village streets must comply with the following rules:
(A) Must obey all traffic laws of the State of Illinois and the Village of Hecker;
(B) Must be operated only on Village streets that have a posted speed limit of thirty-five (35) miles per hour or less, except where prohibited;
(C) May not be operated on Illinois Routes 156 or 159, or any streets, highways, or roadways under the jurisdiction of the Illinois Department of Transportation, except to make a direct crossing at the following designated streets: Jefferson Street at Route 159, 2nd Street at Route 156, and Juanita Road/East Lincoln Street at Route 159;
(D) A person who is operating or who is in actual physical control of a utility vehicle or golf cart on a roadway while under the influence of alcohol or drugs is subject to Section 11-500 through 11-502 of the Illinois Compiled Statutes (625 ILCS 5/11-500 through 11-502);
(E) Utility vehicles and golf carts shall not be operated on sidewalks or in Village parks other than parking areas;
(F) All operators of a utility vehicle or golf cart must adhere to the child restraint laws pursuant to the Illinois Compiled Statutes;
(G) Any operator or passenger of a utility vehicle or golf cart must be in a sitting position while the vehicle is in motion.
