No person, firm, partnership, corporation, trust or other legal entity shall construct an earth station with a diameter greater than three (3) feet without a permit, nor shall construction commence before a permit is issued in accordance with this Article. However, every earth station must comply with the provisions of this Article, whether or not a permit is required for such earth station.
