(A) It shall be unlawful for any person, corporation or association to knowingly or intentionally fail to comply with any term or provision of an emergency management plan or a rule, order or ordinance issued pursuant to a declaration of disaster.
(B) It shall be unlawful for any person, corporation or association to knowingly obstruct, hinder, or delay any city official, police officer, or health official in the enforcement of any rule, order, or regulation issued pursuant to a declaration of disaster, or to knowingly do any act forbidden by any such rule, order, or regulation.
