141.01 RESERVE POLICE.
   (a)   Established. Pursuant to Section 8.05 of the Charter, there is hereby created within the Department of Safety a reserve police unit, the members of which shall be appointed by the Director of Safety.
   (b)   Term. Reserve police officers shall serve so long as the Director of Safety may direct, or until a resignation submitted by such members shall be accepted by the Director of Safety.
   (c)   Qualifications. The members of the reserve police unit shall reside within a fifty mile radius of police headquarters, and may not be under the age of twenty-one years at the time of their appointment; and such other requirements as provided for in this chapter shall apply.
   (d)   Control of Unit. The Chief of Police shall be the commanding officer of the reserve police unit and shall have control of the assignment, training, stationing and the direction of work of such unit. The reserve police unit shall have all police powers. Such reserve members shall obey the chain of command of the Police Division and shall take orders from all regularly appointed members thereof.
   (e)   Rules and Regulations. The Director of Safety shall prescribe the rules and regulations for the organization, administration, conduct and control of the reserve police unit.
   (f)   Uniform. The Director of Safety is authorized to prescribe, by the rules and regulations, the type of uniform or part thereof which shall be worn by members of the reserve police unit.
   (g)   Service to be Voluntary; Clothing and Travel Allowance.
      (1)   All services performed by reserve police personnel shall be on a voluntary basis and within the City.
      (2)   Reserve police personnel shall be entitled to receive the sum of three hundred dollars ($300.00) annually as a travel and clothing allowance. Payment of this sum may be made either by installments or in a lump sum, as determined by the City Auditor. The method of payment shall be uniform as to all members, but the reserve shall be entitled to a prorated portion of the yearly allowance based upon time of appointment.
   (h)   Nonliability. This section is hereby declared by Council as an exercise by the City of its police powers for the protection of public peace, health, property, safety and general welfare and neither the City nor agent nor representative of the City, an officer appointed under the provisions of this section, or any person, who, in good faith, executes any executive order, rule or regulation promulgated pursuant to the provisions of this section shall be liable for injury or damage sustained to person or property as the direct or proximate result of such action.
