SECTION 11.04. POWERS, DUTIES AND FUNCTIONS.
   The Park and Recreation Board shall establish programs for the development and operation of the parks, playgrounds and recreational facilities of the Municipality, which programs shall be administered by the Director of Service; render assistance to and cooperate with organized groups conducting recreation programs; stimulate interest in the care and preservation of historical and scenic sites; make recommendations to the Council concerning the general state of the Municipality's recreation and park programs and facilities; and perform such other duties and functions as the Council shall require by ordinance; provided, however, that the power to acquire, purchase, and accept as donations, or to sell, lease, or otherwise dispose of real property for park and recreation purposes shall be vested in the Council. The Director of Service shall have the control and supervision of employees, developing, maintaining, and operating park and recreation facilities of the Municipality. The Mayor shall make original and promotional appointments of such employees in accordance with the civil service system established by this Charter; provided that the appointment of the Recreation Director shall be made from a list of not less than three persons submitted to the Mayor by the Park and Recreation Board. The purchase of supplies, materials, equipment and contracts for work or service for park and recreation purposes shall be made in the manner provided by Sections 3.08(g) and 5.04(9) of this Charter.
