A majority of the members of the Park and Recreation Board shall constitute a quorum, and a majority vote of the members appointed to such Board shall be necessary to take any action and for the passage of motions. Rules providing for the number and manner of calling meetings and special meetings, and to provide for the conduct of meetings may be adopted by a majority vote of the members appointed to the Board; however, such rules shall not conflict with the provisions of this Charter or any ordinance adopted by Council.
