SECTION 8.04. DEPARTMENT OF SERVICE.
   The Director of Service shall be the head of the Department of Service.
   The Mayor, in addition to his other duties, shall be, and shall perform the duties of the Director of Service, until such time as Council may determine that it is in the best interest of the Municipality to appoint some other person to that office. Upon making such determination, the Council shall declare the office of the Director of Service vacant, and the Director of Service shall then be appointed by the Mayor. The Director of Service shall be selected on the basis of his executive and administrative qualifications, with special reference to his experience in, and knowledge of, accepted practices in respect to the duties of his office. The Department of Service shall include a Division of Utilities, which Division shall be responsible for water, sewer, and other utility services and, if Council provides for garbage and refuse collection and disposal by the Municipality, then such division shall be responsible for such garbage and refuse collection and disposal. The Division of Utilities shall be headed by a Director of Utilities. The Department of Service shall also include a Division of Streets to be headed by a Street Commissioner.
