The Auditor shall have been a resident of the Municipality for at least one year before filing for office and shall be an elector of the Municipality at the time of filing for office and during his term of office. The Auditor shall hold no other elective public office, except that of member of the County central committee of the political party of which he is a member or that of a delegate to a State or national political party convention of the political party of which he is a member. The Auditor shall be qualified by training or experience to discharge the duties of the Department of Finance in a capable manner.
