SECTION 3.05. PRESIDENT OF COUNCIL.
   At the first meeting of the Council in the year 1966 and at the first meeting of Council in each even numbered year thereafter, the Council shall elect from its own membership a President of Council, who shall serve until a successor is elected by the Council as provided hereinabove. The President of Council shall preside at all regular and special meetings of the Council and shall perform such other duties as provided by this Charter or by ordinance, resolution, or motion passed by the Council. While presiding over special or regular meetings of the Council the President of Council may vote upon all matters coming before the Council, but in no event shall the President of Council, in his dual capacity as Council member and presiding officer of Council, cast more than one vote on any action.
   In the event that the office of Mayor shall become vacant the President of Council shall become Mayor and shall serve for the unexpired term of the Mayor. During the temporary absence or disability of the Mayor the President of Council shall become Acting Mayor and shall exercise all the powers, duties and functions of the Mayor. During the period the President of Council is Acting Mayor he may receive such compensation in addition to his salary as President of Council as determined by the Council. While the President of Council is Acting Mayor he shall not preside at Council meetings nor shall he vote upon any matter before the Council.
