SECTION 3.04. ORGANIZATION OF COUNCIL.

On the second day of January in 1966 and each even numbered year thereafter the Council shall meet in the Council chamber for the purpose of organization. The Council shall adopt its own rules, regulations and bylaws except as otherwise provided in this Charter.
