(A) Where a public sanitary sewer is not available under the provisions of § 53.21, the building sewer shall be connected to a private wastewater disposal system complying with the provisions of this subchapter.
(B) Within 90 days after the time a public sewer becomes available to a property served by a private wastewater disposal system, as provided in § 53.21, a direct connection shall be made to the public sewer in compliance with this subchapter, and any septic tanks, cesspools, and similar private wastewater disposal facilities shall be cleaned of sludge and filled with suitable material.
