Any motor vehicle parked in violation of § 73.07 or in violation of the time limit as set out in § 73.08 may be towed away and stored in some garage or other suitable place at the vehicle owner’s expense until the time as the owner or other person, proving himself or herself to be entitled to the possession thereof, shall request the vehicle to be released from storage; provided that payment is made of all charges for the towing, storage, and costs incurred as a result of the removal of the car or vehicle. The charges shall constitute a lien against the vehicle.
