(A) Money may be paid out of the city’s treasury only on warrant of the City Clerk-Treasurer.
(B) Unless provided otherwise by state law, the Clerk-Treasurer may draw a warrant against a fund of the city only if an appropriation has been made for that purpose, the appropriation is not exhausted, and:
(1) The warrant is for a salary fixed by statute or ordinance;
(2) He or she is ordered to issue a warrant under § 34.16 of this chapter;
(3) The warrant is for a claim allowed under § 34.19 of this chapter;
(4) The warrant is for payment of a judgment that the city must pay; or
(5) The warrant is for the interest due on city bonds.
