Subject to the appropriation power of the Common Council, the departments in §§ 30.03 and 30.04 of this chapter shall have the ability to hire employees and purchase or contract for materials and services as the Board of Public Works and Safety or other governing boards or commissions deem necessary in order for the departments to perform their public functions.
