(A) Establishment. There is established the Purchasing Department of the city, which shall be subject to applicable provisions of the state statutes and any subsequent or amending statutes.
(B) Purchasing Agent.
(1) (a) There is established the position of Purchasing Agent for the city.
(b) The Purchasing Agent shall be appointed by the Mayor and shall serve at the pleasure of the Mayor.
(2) The Purchasing Agent shall be compensated at a salary established in a salary ordinance by the Common Council of the city and provided within a budget ordinance adopted by the Common Council of the city.
(C) Duties, responsibilities and administration. The duties, responsibilities and methods of administration of the Purchasing Department of the city shall conform with those delineated in I.C. 5-22 and by the Board of Public Works and Safety of the city.
