The non-Council commissioners shall be appointed by the Mayor and confirmed by the Council. The first such commissioners shall be appointed to serve terms of one, two, three, four and five years, respectively, from the first Monday of the month following the effective date of this section (Ordinance 145, passed May 10, 1983), the term of each to be designated by the Mayor. The successors to the non-Council commissioners shall be appointed for terms of five years or until they are removed from office as provided for in Section 282.04. The two Council members shall be appointed annually by the Mayor and confirmed by the Council for a one-year term.
