No person shall be a non-Council commissioner unless the person is a resident elector of the City or of the political unit in which the City furnishes electrical services. A commissioner who has a business relationship with the Hart Electric Generation and Distribution Plant (other than as a consumer) shall abstain from voting on possible conflict of interest items. A commissioner ceasing to possess any of these qualifications shall be suspended from his or her office forthwith by the Mayor and removed with approval of the Council. The period of such suspension shall not exceed thirty days.
