(a) Review of Permits. The Historic District Commission shall review all applications for certificates of approval required by Section 256.05 for the construction, alteration, repair, moving or demolition affecting the exterior appearance of an historic structure within an historic district.
(b) Maintaining Buildings. The Commission shall maintain publicly owned historic structures using its own funds, if not specifically earmarked for other purposes, or those public funds committed for this use by the City Council.
(c) Making Recommendations. The Commission shall make recommendations to the City Council regarding acquisitions of historic properties.
(d) Acting as Agent. The Commission may act as the agent to accept and administer grants and gifts for historical preservation purposes if it is duly appointed to do so by the City Council.
(e) Historic Register. The Commission may establish a City Register of Historic Places to supplement the State and National Register of Historic Places.
(f) Grant in Aid. The Commission may assist private and public concerns in the registration and marking of historic resources and in the application of State and Federal grant-in-aid programs for the revitalization of those resources.
(g) Public Events. The Commission may encourage and cooperate with civic and fraternal groups and other organizations in promoting the City's history, traditions and customs through participation in public historical activities, patriotic celebrations and other special events.
(h) Historical Material. The Commission may encourage and cooperate with local organizations in developing historical material to promote the historical heritage of Hart.
(i) Liaison Functions. The Commission may represent or serve as a liaison between the City Council and other organizations interested in the history of the City of Hart.
(j) Gifts. The Commission may prepare recommendations to the City Council regarding the acceptance of gifts or property having historical or architectural significance and assist in the receipt of such property.
(k) Advisory Functions. The Commission may consider methods other than those provided for in this chapter for encouraging and achieving historic preservation, and make appropriate recommendations to the City Council and other bodies and agencies, both public and private.
