1424.03   HISTORIC DISTRICT COMMISSION GENERALLY.
   (a)   Establishment. There is hereby established a Historic District Commission in and for the City of Hart.
   (b)   Composition; Terms. The Historic District Commission shall consist of five members, who shall be residents of the City of Hart and one of whom shall be a duly registered architect, if an architect resides within the City of Hart. Members shall be appointed by the Mayor with the approval of the Council. Appointments shall be for three years, except that the initial appointment shall provide for two members for one-year terms, two for two-year terms and one for a three-year term, so that subsequent appointments shall not reoccur at the same time. Appointments shall be consistent with Act 169 of the Public Acts of 1970, as amended (M.C.L.A. 399.203). All terms shall terminate on the first of February of each year.
   (c)   Organization. The Commission shall annually at its first meeting in February elect from its membership a Chairperson and a Vice-Chairperson. The Chairperson shall preside over the Commission and shall have the right to vote. The Vice-chairperson shall in the case of absence or disability of the Chairperson perform the duties of the Chairperson.
   The Commission shall select a Secretary to serve at its pleasure, who need not be a member of the Commission and who, if not a member of the Commission, shall not have a right to vote.
   (d)   Quorum. A majority of the members shall constitute a quorum.
   (e)   Rules. The Commission shall adopt its own rules of procedure and regulations to administer its duties.
   (f)   Meetings. Meetings of the Commission shall be scheduled at least once a month. Meetings of the Commission shall be open to the public and comply with all laws governing public meetings.
   (g)   Annual Reports. The Commission shall in January of each year submit an annual report of its activities to the City Planning Commission and the City Council.
