(a) The City may, by separate ordinance, establish an historic district by following the procedures set forth in Section 3 of Act 169 of the Public Acts of 1970, as amended (M.C.L.A. 399.203), subject, however, to the requirement that no property shall be included within an historic district if the owner of same objects thereto, unless the City Council determines, by a unanimous vote, to include such property.
(b) The historical map of the City shall include all that area designated by ordinance as part of the official historic district. Where a street is designated as the boundary of a district, the centerline of the street shall be taken as such boundary.
