I
t shall be unlawful for any person to engage in the business of peddler, vendor, or itinerant merchant, as defined in Section 731.01 and subject to the exceptions set forth in Section 731.04, and to solicit sales of, sell, offer for sale, barter, or exchange goods, wares, or personal services without paying the required fee and registering.
