(a) The requirement of a fee and registering as provided herein shall not apply to the following: agents or salesmen of wholesale houses of firms selling or offering to sell their wares or merchandise by sample to merchants in the City, nor agricultural articles or products offered or exposed for sale by the producer.
(b) A duly authorized solicitor soliciting the sale of goods or wares for or on behalf of any recognized nonprofit educational, civil, charitable or religious organization shall be required to register for and receive a permit; however, the requirement of a fee will be waived for such organizations.
